Call forwarding is managed at an extension level and through feature codes dialed by users. Settings are found in the Feature Codes module, the Extensions module, and the Advanced Settings module. There is a "Call Forward" module shown in Module Administration (Admin → Module Admin), but there is no "Call Forwarding" module under the GUI menus.
