End of Life Products and Features - Configuring a User and Dial Plan for Express for Lync 2.0
In order for Lync users to connect to Lync Server, they must first have a domain account within Active Directory. Once that prerequisite is met, then you can add the user to Lync and have him sign in. You will also need to create a routing plan within the Lync control panel in order for these users to be able to make calls through the PSTN. Follow the steps below in order to create a user and also to create a preliminary dialplan.
Create a user within Active Directory and Setup the user with a Lync Account
Follow the steps below to create a user within Active Directory, then add them to the Lync infrastructure.
Create Active Directory User
Access the Windows Start Screen by pressing on the Windows key on your keyboard.
Click on the Hyper-V Manager tile to launch the Hyper-V manager.
3. Right click on Users then select New and click on User
4. Fill out the users information and generate a username as shown below
5. Fill out the users password and options.
6. At the summary page click Finish to make the new user.
7. The user will now be in the list of AD users.
Enable AD User For Lync
Now that the account is created within Active Directory, we can add the user to Lync Server. Follow the steps below to add the user to Lync.
On the Lync server open the Lync Server Control Panel
In the Control Panel go to Users then click on "Enable Users".
In the new window, click on "Add" to select from a list of Active Directory users.
From the new window, search for the user account you just created. Select that user account then click "OK".
Enter in the require information in the user creation window. Make sure you fill out the front-end pool to assign the user to as well as the users SIP URI. Also, from the telephony section select Enterprise Voice and enter in the Line URI. The Line URI must begin with "tel:" and should be in E.164 format as per the Lync Server best practices. Once done, click "Enable" and the user will be added to the Lync environment.
Once the user is added, you should be able to search the user, and have the user show up in the list below the search field.
Configure Lync Voice Routing
In order for users to be able to dial out the on board gateways, you must configure voice routing within the Lync control panel. This guide assumes you have added a gateway into the topology already. Without adding the gateway, you will not be able to complete the voice routing section. Follow the steps below to add a simplified route to either the SBC or TDM gateway.
From the Lync Control Panel, click on "Voice Routing".
The first section is for the dialplan. This houses the normalization rules that get triggered when a number is entered within the Lync client or a Lync desk phone. The default normalization rule is enough to be able to send out calls to the PSTN. See the screenshots below on how to build a normalization rule.
a. Double click on the rule or create a new one from the "New" menu option.
b. Enter in a description and if dial-in conferencing is used, enter the region which this dialplan is addressing. The dial-in conferencing numbers will eventually get associated to the Dialplan region.
c. Click on new from the dialplan configuration to enter the normalization rule creation wizard. Create the rule required and click OK.
d. After you click "save", you will be returned to the dialplan configuration page. Click on "OK" to go back to the dialplan list. Make sure you click "Commit->Commit all" to save your changes.

Click on "Voice Policy". This will allow you to control which features are available for the particular voice route.
Select the options from the "Calling Features" list and then associate the voice policy to a PSTN usage. For the purpose of simplicity, select the "Local" PSTN usage. Click "OK" to save. Do not forget to commit your changes.
The next step would be to create a route and attach it to your PSTN gateway. Click on "Route" to display a list of routes within Lync. Double click on the existing "LocalRoute" to proceed or create a new route.
Under "Build a Pattern to Match", click on "Edit" where it states "Match this pattern". Manually enter in the regular expression .* . This will force the route to process everything that is passed to it. It is generally recommended to enter in more complex regular expressions to make routes more specific.
Under Associated Trunks, click on "Add" and select your PSTN gateway.
Under "PSTN usages", select the "Voice Policy" you would like to associate with this route.
Click "OK" to save your changes and do not forget to commit them.
The last portion of the voice routing section is the "Trunk Configuration". This controls SIP related features within Lync.
Double click on the "Global" trunk configuration or create a new one.
Select off the features required and associate a PSTN usage to the trunk configuration. For simplicity, we have chosen the "Local" PSTN usage. Click "OK" to save and the make sure you commit your changes.
Once completed, you should be able to make and receive calls through the PSTN gateways. Again, this guide assumes that you have created the appropriate routing rules within your gateways.
