Switchvox - Is a Call Considered Answered When It is Sent to a Queue?

Any time a call enters a queue, it is considered as answered by the PBX even though an agent hasn't actually picked up the call yet themselves.
For any answering or call forwarding service that tries to send a prepended message before a call is answered to the Switchvox, it will need to go directly to an agent/extension instead of into a call queue or the message will not be received.
