Description: When you create an Extension Template under Setup -> Extensions -> Templates and set the default time zone to something other than the system's default time zone, and then use the Import Extensions feature through a .csv file, the time zones of the created extension to not properly reflect the template.

Workaround: You can use the Bulk-Modify Extensions feature under Setup -> Extensions -> Manage to update the time zones of affected extensions.
