SWVX-13554 Unable to Bulk-Modify Msgs Button Action

Description: When using the Bulk-Modify Extensions feature under Setup -> Extensions -> Manage to modify the Msgs Button action the UI allows you to make changes, but those changes do not take effect. All other Bulk-Modify functions appear to work correctly.
