SWVX-12612 Voicemail Notification Template disappears following password update

Description: When an extensions permissions are set up to only allow the extension user to change their password, and the user updates their password, it causes the default External Voicemail Notification to disappear. This is caused by the process that updates an extension on changes, because the extension does not have permissions to modify the email, it sets the extension email to a blank value and clears the template.
Workaround: This can be avoided by enabling the extension permission for Email Address under Setup -> Extensions -> Manage -> Modify -> Permissions -> Change Profile Information
