SWVX-13720 Unable to modify some default system sounds

Description: In certain circumstances changes to the default system sounds are not being applied. While it is possible via Sound Manager to either upload a new audio file, or record over the phone, the default sound files continue to play. At this time there is no way to identify under which configurations this issue occurs, and we recommend testing after any changes to verify them.
