SWVX-13926 Click to Call Does Not Function with Softphone

Description: When an extension is configured as a Softphone any Click to Dial functions either through Switchboard or other CRM integration will not work. Softphones do not maintain an active registration by design and Click to Dial does not send a pushed notification to the Softphone in order to reopen the connection.
