Blacklist and Privacy

Overview

There has been a lot of feedback from various places related to the blacklist module. I am putting this up as a scratchpad for what could be a next generation blacklist module. I think we may consider dumping the blacklist idea in favor of a gatekeeper module. People want both blacklists and white lists so incorporating these in to a single module makes sense. 

Sources

We currently use the asterisk DB to store our blacklist. It would be good to have multiple source options
