Description: In very rare circumstances the Create Block Number Rule, and Create Call Transfer Rule buttons will be unusable. This occurs when there is a timeframe or other global variable named TEST in the system.
Workaround: Delete the timeframe or Global Variable named TEST and re-create it with a different name.
