Title: No ring back heard on inbound call from any carrier type when extension has ring-all call rule ringing two extensions when one is on DND status

Long Description: If you have inbound callers say they hear no ringback tone this is caused by the extension that is receiving the call has a ring-all call rule that rings to two internal extensions and one of those extensions is in Do Not Disturb (DND) status. This occurs on any provider connection; SIP, PRI or analog.
